A fresh conversation on how to transform public sector training into a tool for real governance impact will take centre stage on Tuesday, April 28, 2026, at the Blavatnik School of Government at the University of Oxford in Oxford, England, United Kingdom.
The event, titled “From capacity building to reform delivery: Rethinking public sector training,” will feature Funke Adepoju, Director-General of the Administrative Staff College of Nigeria (ASCON), and Emily Jones, Professor of Practice in Public Policy.

According to organisers, the discussion will challenge traditional models of public sector training that prioritise course completion and certification, advocating for approaches that deliver tangible outcomes in governance.
Drawing from her recent work as an AIG Visiting Fellow, Adepoju is expected to outline how training institutions can evolve into “engines of reform,” supporting stronger policy execution and improved public sector performance.
Adepoju, appointed ASCON Director-General in 2025, brings more than three decades of experience spanning education, public administration, and institutional reform. She previously held senior leadership roles in the Lagos State Public Service, where she drove regulatory improvements, strengthened institutional capacity, and facilitated international partnerships that boosted investment in public services.
At ASCON, she is currently spearheading a transformation agenda aligned with the Federal Civil Service Strategy and Implementation Plan 2025 (FCSSIP 25).
Her initiatives include competency-based training for senior officials, adoption of digital learning platforms, infrastructure modernisation, and strategic collaborations aimed at positioning the college as a continental hub for reform delivery.
